This is a city one man drew on a map and named after himself. In 1895 a Kansas railroad promoter, Arthur Stilwell, needed a Gulf terminus for the line that became the Kansas City Southern, so he bought land on the western shore of Sabine Lake, platted a port town, called it Port Arthur, and even brought in three hundred Dutch colonists to farm the coastal prairie around it. He meant it to be a resort as much as a harbor; the oil settled which one it would be. When Spindletop blew up the coast in 1901, Port Arthur became the outlet for it, and by 1916 it held what was billed as the world's first oil refinery. That industry never left: Motiva, the largest refinery in North America, runs here today, fed by the Sabine-Neches Waterway and the port that Stilwell dug. But the city is more than its stacks.
